Phillip wrote the Boa web server while attending the University of California. In 1994, a colleague discovered his interest in blackjack and introduced him to poker. In 1996, he became the Chief Technical Officer for Go2Net. Subsequently, he started working on the Scala compiler and a standard library. He is also a founder of Akka.io, a company that specialises in the production and support of an open-source platform. In 2013, he left Lightbend over the architecture of the language differences.

In 2001, Paul Philips commented on how Horseshoe split money between players and the casino. Due to this, he was barred from competing in the World Series of Poker (WSOP).
